Based on The Archive's yearlong residency in Damascus, "Not A Matter Of If But When" (subtitled: brief records of a time in which expectations were repeatedly raised and lowered and people grew exhausted from never knowing if the moment was at hand or was still to come) is a three-part series of compiled video shorts documenting a time when expectations are repeatedly raised and lowered.
